มาตรการเข้าประเทศไทย ตั้งแต่ 1 เมษายน 2565 – Thailand Pass FQAs

สำหรับทุกคนที่จะเดินทางเข้าประเทศไทย ทั้งคนไทยและคนต่างชาติจะต้องขอขอรับหนังสือรับรองการเดินทางเข้าประเทศไทย ลงทะเบียนผ่านระบบ Thailand Pass ที่ https://tp.consular.go.th/

1. Is registration in Thailand Pass required for all 3 schemes traveling into Thailand?

• Effective from 1 November 2021, all travelers arriving in Thailand by air are required to
  register with Thailand Pass in order to travel into Thailand.
  สำหรับการเข้าประเทศไทยเพื่อการท่องเที่ยวทั้ง 3 รูปแบบ ต้องลงเบียนผ่าน Thailand Pass ใช่หรือไม่
• ตั้งแต่วันที่ 1 พฤศจิกายน 2564 ผู้เดินทางเข้าประเทศไทยทางอากาศทุกคน ต้องลงทะเบียน Thailand Pass

1. How long does the approval process take with Thailand Pass?

• It is required that applicants submit their registration at least 7 days before their intended
  travel date as the process normally takes 3 – 7 days. Please be advised that your hotel
  reservation(s) will undergo verification and authentication by your SHA Extra+/AQ hotel(s)
  before your application could be further reviewed and approved by
  the Department of Disease Control. Therefore, please note that processing/approval time
  could vary, even though applications are submitted at the same time.
  
  
• ผู้ร้องควรลงทะเบียนในระบบ Thailand Pass ล่วงหน้าก่อนวันเดินทางเป็นเวลาเท่าไหร่
• ท่านต้องลงทะเบียนและส่งเอกสารล่วงหน้าอย่างน้อย 7 วัน ก่อนวันเดินทาง โดยกระบวนการพิจารณาใช้
  เวลา 3 – 7 วัน ทั้งนี้ โรงแรม SHA Extra+ / AQ ของท่านจะต้องทำการรับรองเอกสารหลักฐานการชำระเงิน
  ค่าโรงแรมของท่านบนระบบก่อนที่เอกสารอื่น ๆ ของท่านจะได้รับการพิจารณาโดยกรมควบคุมโรค กระทรวง
  สาธารณสุขต่อไป ดังนั้น กระบวนการอาจใช้เวลาไม่เท่ากันแม้ท่านจะลงทะเบียนพร้อมกันกับท่านอื่นในคณะ
  เดินทางของท่าน

1. Can I change my travel itinerary once I have registered and received my QR code?
   Will my QR Code remain valid?

• Yes. However, flight changes are permitted within 72 hours after the original flight time
  registered in the Thailand Pass without the need to apply for a new Thailand Pass QR Code,
  provided that all other required documents remain valid.
• For itinerary changes greater than 72 hours, you will have to edit your Thailand Pass
  application by accessing your application through the Thailand Pass portal using your access
  code. Please note that your edited application will be subjected to and undergo the review
  process cycle all over again.
  สามารถเปลี่ยนกำหนดการเดินทางหลังจากที่ได้ลงทะเบียน และได้รับ QR Code แล้วได้หรือไม่และ

  access code ของท่านเข้าระบบ โดยปุ่มการแก้ไขคำร้องปรากฏบนหน้าเว็บไซต์ของ Thailand Pass ทั้งนี้
  การแก้ไขคำร้องจะต้องได้รับการพิจารณาและอนุมัติอีกครั้ง

1. I am traveling as a family or a group, can I submit one application for the whole
   family/group?

• No. However, children aged below 18 can register alongside their parents and they will be
  granted the same entry scheme as their parents.
  สำหรับการเดินทางแบบครอบครัวหรือเป็นกลุ่ม สามารถที่จะส่งเอกสารการเดินทางเป็นแบบกลุ่มได้หรือไม่
  
• ไม่สามารถทำได้ ยกเว้นกรณีเด็กอายุต่ำกว่า 18 ที่สามารถลงทะเบียนบน Thailand Pass ร่วมกับของ
  ผู้ปกครองได้ โดยจะได้สิทธิ์ในการเดินทางเข้าประเทศไทยภายใต้มาตรการเดียวกันกับผู้ปกครอง

1. Can I travel in Thailand freely if I have entered through the Test and Go scheme /
   Sandbox Programme / Alternative Quarantine?

• Test and Go scheme: You can travel to any destination in Thailand if the RT-PCR test
  conducted on your day of arrival is negative. However, you must undergo an ATK self-test
  on Day 5 and report the test result via the channel as instructed by the Ministry of Public
  Health.
• Sandbox Programme: You can travel freely in the Sandbox area for the duration of 5 days
  if the RT-PCR test conducted on your day of arrival is negative. Also, you must undergo an
  ATK self-test on Day 5 and report the test result via the channel as instructed by the
  Ministry of Public Health. Once you have completed your 5-day mandatory stay at the
  hotel within the Sandbox area, you can freely travel to any destination in Thailand. For
  travellers coming to Phuket, Krabi, Phang-nga and Surat Thani (Koh Samui, Koh Tao and Koh
  Phangan), you are allowed to travel between the mentioned Sandbox areas and can book
  a maximum of 3 SHA Extra+ / AQ hotels in the Sandbox areas during your 5-day Sandbox
  period.
• Alternative Quarantine scheme: You will need to undergo your 5-day mandatory
  quarantine at your hotel / accommodation. Please note that you are not permitted to leave
  the hotel room/premise under any circumstance. Once you have completed your quarantine,
  you can travel to any destination in Thailand.

• รูปแบบ Test and Go : ท่านสามารถเดินทางในประเทศไทยได้อย่างอิสระ โดยเมื่อเดินทางมาถึงประเทศ
  ไทยแล้ว ท่านจะต้องเข้ารับการตรวจหาเชื้อโควิด-19 แบบ RT-PCR และต้องมีผลตรวจเป็นลบก่อน อย่างไรก็
  ดี ท่านจะต้องตรวจ ATK ด้วยตนเอง ในวันที่ 5 และรายงานผลตรวจผ่านช่องทางตามที่กระทรวงสาธารณสุข
  กำหนด
• รูปแบบ Sandbox : ท่านสามารถเดินทางได้อย่างอิสระในพื้นที่ Sandbox เป็นระยะเวลา 5 วัน โดยเมื่อ
  เดินทางมาถึงประเทศไทยแล้วจะต้องต้องเข้ารับการตรวจหาเชื้อโควิด-19 แบบ RT-PCR และต้องมีผลตรวจ
  เป็นลบก่อน นอกจากนี้ ท่านจะต้องตรวจ ATK ด้วยตนเอง ในวันที่ 5 และรายงานผลตรวจผ่านช่องทางตามที่
  กระทรวงสาธารณสุขกำหนด ภายหลังจากอยู่ในพื้นที่ Sandbox ครบ 5 วันแล้ว ท่านจะสามารถเดินทางไปยัง
  
  
  พื้นที่อื่นๆ ในประเทศไทยได้อย่างอิสระ นอกจากนี้ หากท่านเดินทางเข้าพื้นที่ Sandbox ใน จว. ภูเก็ต กระบี่
  พังงา และสุราษฎร์ธานี (เกาะสมุย เกาะเต่า และเกาะพะงัน) ในระยะ 5 วัน ท่านสามารถท่องเที่ยวระหว่าง
  พื้นที่ Sandbox ดังกล่าวได้ และสามารถจอง รร. SHA Extra+ / AQ ได้ไม่เกิน 3 โรงแรม ภายในพื้นที่
  Sandbox ดังกล่าว
• รูปแบบการกักตัว ณ สถานที่กักกัน: ท่านจะต้องได้รับการกักกันให้ครบ 5 วันในโรงแรม/ที่พัก โดยเมื่อครบ
  แล้ว ท่านสามารถเดินทางในประเทศไทยได้อย่างอิสระ

1. Do I need to register with Thailand Pass if I plan to travel to Thailand by land or sea?

• Currently, Thailand Pass is for those who plan to travel to Thailand by air and land only.
  Passengers who plan to arrive by boat must contact the Royal Thai Embassy / Royal Thai
  Consulate-General in your area for COE issuance.
  ระบบ Thailand Pass สามารถใช้ได้ทั้งกับการเดินทางเข้าประเทศทางอากาศ บกและทะเลใช่หรือไม่
• ปัจจุบัน การลงทะเบียนผ่าน Thailand Pass รองรับสำหรับการเดินทางเข้าประเทศ ไทยทางอากาศและ
  ทางบกเท่านั้น ผู้เดินทางเข้าทางเรือต้องติดต่อสถานเอกอัครราชทูต/ สถานกงสุลใหญ่ เพื่อขอเอกสาร COE

1. What if I do not have a mobile phone, how could I present my Thailand Pass QR Code?

• If you do not carry a mobile phone with the QR Code, you may print out a hard copy (A5)
  of the QR code and bring it with you to present it to the officers at the airport. Preferably,
  you could register with Thailand Pass on your PC and print out the QR Code. You also have
  the option to download your Thailand Pass QR Code to your Apple Wallet/ Wallet Passes
  to facilitate your travels.

• หากท่านไม่มีโทรศัพท์มือถือ ท่านสามารถพิมพ์ QR Code ออกมาเป็นเอกสาร (ขนาด A5) และนำมาแสดง
  ต่อเจ้าหน้าที่ โดยท่านอาจลงทะเบียน Thailand Pass บนคอมพิวเตอร์เพื่อความสะดวกในการพิมพ์QR
  Code ออกมาเป็นเอกสาร ทั้งนี้ ท่านสามารถ download QR Code ในมือถือผ่าน Apple Wallet/ Wallet
  Passes เพื่อความสะดวกใจนการเดินทางของท่านด้วย

1. I am having problem accessing Thailand Pass on mobile device, what should I do?

• If you have problem accessing Thailand Pass on mobile device, please access the site on
  Desktop mode or on your PC.
  ไม่สามารถเข้าเว็บไซต์ Thailand Pass จากโทรศัพท์มือถือได้ ต้องทำอย่างไร
• หากท่านประสบปัญหาไม่สามารถเข้าเว็บไซต์ Thailand Pass ได้จากโทรศัพท์มือถือ โปรดเข้าเว็บไซต์
  Thailand Pass โดยใช้ Desktop mode หรือจากคอมพิวเตอร์ (PC)
  

1. If I am travelling to Thailand in order to transit to other country / territory (not passing
   through the immigration control), do I need to register with Thailand Pass?

• No. However, you must have a proof of insurance with minimum coverage of at least
  20,000 USD and COVID-19 test result (RT-PCR), issued within 72 hours before your travel or
  a certificate of vaccination.
• You are permitted to transit in Thailand for the maximum of 24 hours without passing
  through immigration control.
  หากท่านจะต้องเดินทางเข้าประเทศไทยเพื่อแวะเปลี่ยนเครื่องไปยังประเทศ/พื้นที่อื่น โดยไม่ผ่านพิธีการ
  ตรวจคนเข้าเมืองของไทย จะต้องลงทะเบียนบน Thailand Pass หรือไม่
• ไม่ต้อง อย่างไรก็ดี ท่านจะต้องมีหลักฐานการประกันภัยที่มีวงเงินคุ้มครองอย่างน้อย 20,000 ดอลลาร์สหรัฐ
  และผลตรวจหาเชื้อโควิด-19 (RT-PCR) ที่ออกไม่เกิน 72 ชั่วโมงก่อนเวลาเดินทาง หรือเอกสารรับรองการ

1. Do I need to travel from certain countries / territories in order to be able to enter
   Thailand under the Test and Go scheme?

• No. Effective from 1 February 2022, travellers departing from all countries / territories are
  eligible to enter Thailand under the Test and Go scheme.

1. What are the required documents for Thailand Pass registration?

• Requirements vary depending on the scheme which you are planning to enter Thailand.
  Details are as follows:

• เอกสารที่จำเป็นจะแตกต่างกันตามรูปแบบการเดินทางเข้าประเทศไทย โดยมีรายละเอียด ดังนี้
  เอกสาร Test and Go พื้นที่นำร่องท่องเที่ยว (Sandbox Programme)

Q4 Documents – Certificate of Vaccination (คำถามเกี่ยวกับเอกสาร – เอกสารรับรองการฉีดวัคซีน)

1. My children are unvaccinated; can they enter Thailand through the same scheme (Test
   and Go / Sandbox Programme) as their parents?

• Children aged below 6:
• Vaccination not required but must travel with parents/legal guardian only
• Once in Thailand, they are able to undergo COVID-19 test using saliva testing technique.
• Children aged below 12:
• Vaccination not required but must travel with parents/legal guardian only
• Children aged 12 – 17:
• Able to travel alone if vaccinated with 1 dose of COVID-19 vaccine no less than 14 days
  before travelling
• If unvaccinated, must travel with parents
• All age group may travel alone (unaccompanied) if fully vaccinated
  ถ้าหากเด็กที่เดินทางยังไม่ได้รับการฉีดวัคซีน สามารถที่จะเดินทางเข้าตามรูปแบบเดียว (Test and Go /
  Sandbox Programme) กับผู้ปกครอง ได้หรือไม่
• เด็กอายุต่ำกว่า 6 ปี
• ไม่จำเป็นต้องได้รับวัคซีน แต่ต้องเดินทางพร้อมผู้ปกครอง
• เมื่อเดินทางถึงไทยแล้ว สามารถเข้ารับการตรวจหาเชื้อโควิด-19 โดยใช้น้ำลายได้
• เด็กอายุต่ำกว่า 12 ปี
• ไม่จำเป็นต้องได้รับวัคซีนต้องเดินทางพร้อมกับผู้ปกครอง
• เด็กอายุ 12 – 17 ปี
• หากได้รับวัคซีนแล้ว 1 เข็ม สามารถเดินทางเข้าไทยโดยลำพังได้
• หากไม่เคยได้รับวัคซีน ต้องเดินทางพร้อมกับผู้ปกครอง
• ทุกกลุ่มอายุ หากได้รับวัคซีนครบตามเกณฑ์ สามารถเดินทางเข้าประเทศไทยโดยลำพังได้

1. Does Thailand recognize mixed vaccination?

• Thailand fully recognizes mixed vaccination. However, your second dose needs to be
  administered based on the recommended timeframe for each vaccine type (first dose), as
  follows;
• 1st dose (Sinovac) = 2nd dose after 2 weeks
• 1st dose (AstraZeneca) = 2nd dose after 4 weeks
• 1st dose (Pfizer-BioNTech) = 2nd dose after 3 weeks
• 1st dose (Moderna) = 2nd dose after 4 weeks
• 1st dose (Sinopharm) = 2nd dose after 3 weeks
• 1st dose (Sputnik V) = 2nd dose after 3 weeks
• 1st dose (Covaxin) = 2nd dose after 4 weeks
• 1st dose (Novavax) = 2nd dose after 3 weeks
• 1st dose (Medigen) = 2nd dose after 4 weeks
  *To be considered fully vaccinated, your 2nd dose must be administered at least 14 days
  before your travel.
  *Those vaccinated with Janssen (Johnson&Johnson) vaccine do not need to receive their
  2
  nd dose to be considered fully vaccinated.
  *Those vaccinated with Sputnik Light vaccine do not need to receive their 2nd dose to
  be considered fully vaccinated.
  *Those vaccinated with Sputnik Light vaccine are eligible to enter Thailand via Sandbox
  Programme only.
  ประเทศไทยยอมรับการฉีดวัคซีนสูตรไขว้หรือไม่
• ประเทศไทยยอมรับการฉีดวัคซีนสูตรไขว้ ทั้งนี้ ระยะเวลาที่ได้รับวัคซีนเข็มสองจะต้องเป็นไปตามระยะเวลาที่
  กำหนดของวัคซีนเข็มแรก ดังนี้
• เข็มแรก (Sinovac) = เว้นระยะ 2 สัปดาห์ ก่อนเข็มที่สอง
• เข็มแรก (AstraZeneca) = เว้นระยะ 4 สัปดาห์ ก่อนเข็มที่สอง
• เข็มแรก (Pfizer-BioNTech) = เว้นระยะ 3 สัปดาห์ ก่อนเข็มที่สอง
• เข็มแรก (Moderna) = เว้นระยะ 4 สัปดาห์ ก่อนเข็มที่สอง

• ผู้ที่ได้รับการฉีดวัคซีน Sputnik Light จะถือว่าเป็นผู้ได้รับวัคซีนครบถ้วน หลังได้รับวัคซีนเข็มแรก 14 วัน
• เอกสารรับรองการได้รับวัคซีน Sputnik Light จะสามารถใช้เป็นหลักฐานประกอบสำหรับการลงทะเบียนเข้า
  ตามมาตรการ Sandbox เท่านั้น

1. Do I need to submit both the certificates of my 1st
   and 2nd doses of vaccination?

• Yes. You need to submit both the certificates of your 1st and 2nd doses of vaccination.
  However, you can use your 2/2 EU Digital COVID Certificate (DCC) as reference of both your
  1
  st and 2nd doses of vaccination.
  ผู้ลงทะเบียนต้องอัพโหลดเอกสารรับรองการฉีดวัคซีนของทั้งเข็มที่ 1 และเข็มที่ 2 หรือไม่
• ใช่ โดยผู้ลงทะเบียนจะต้องอัพโหลดเอกสารรับรอบการฉีดวัคซีนของทั้งเข็มที่ 1 และเข็มที่ 2 อย่างไรก็ดี
  ผู้ลงทะเบียนสามารถใช้เอกสาร EU Digital COVID Certificate (DCC) ของเข็มที่ 2 (2/2) เป็นหลักฐาน
  รับรองการฉีดวัคซีนของทั้งเข็มที่ 1 และเข็มที่ 2 ได้

1. I have previously been infected with COVID-19; can I travel to Thailand?

• Yes. If received a single dose of COVID-19 vaccine at any time after their recovery then you
  are considered fully vaccinated but please be advised that your proof or medical record of
  COVID-19 recovery must be submitted alongside your single-dose vaccination certificate.
• If fully vaccinated before contracting COVID-19, you are still considered to be fully
  vaccinated.
  
• If you recovered from COVID-19 within 3 months before travelling to Thailand, you must
  present a valid medical certificate certifying the full recovery (within 3 months but no less
  than 14 days before travelling) or that you are asymptomatic in case the COVID-19 RT-PCR
  test shows a positive result.
  หากมีประวัติได้รับเชื้อโควิด-19 จะสามารถเดินทางไปประเทศไทยได้หรือไม่
• ได้ แต่จะต้องได้รับวัคซีน 1 เข็ม หลังจากหายป่วย โดยไม่กำหนดระยะเวลา ทั้งนี้ จะต้องแสดงเอกสารรับรอง
  / ใบรับรองแพทย์ที่ยืนยันการหายป่วยมาพร้อมกับใบรับรองการฉีดวัคซีน 1 เข็มดังกล่าว
• หากมีเอกสารรับรองการฉีดวัคซีนครบ 2 เข็ม ก่อนได้รับเชื้อโควิด-19 จะถือว่าเป็นผู้ได้รับวัคซีนครบตาม

1. What are AQ and SHA Extra+ hotels?

• AQ hotels are the hotels eligible to be used as quarantine sites under the AQ scheme as
  well as designated venues to wait for your RT-PCR result under the Test and Go scheme
  and as hotels for Sandbox Programme.
• SHA Extra+ hotels / accommodations are hotels that meet the “Amazing Thailand Safety
  and Health Administration” standards, have hospital partners and are eligible to be used as
  hotels under the Sandbox Programme and as venues to wait for your RT-PCR result under
  the Test and Go scheme.
• The list of SHA Extra+ / AQ hotels can be accessed through the Thailand Pass website

• โรงแรม AQ คือ โรงแรมที่ใช้เป็นพื้นที่กักกันสำหรับผู้เดินทางเข้าประเทศไทยในรูปแบบ AQ และเป็นสถานที่

1. My flight arrives in Thailand after midnight, how should I book my hotel for the
   Test and Go scheme?

• You should book your hotel starting from the day before your flight arrives.
  For example, if you arrive in Thailand on 2 November 2021 at 1am, you should book your
  hotel for the duration of 1 – 2 November 2021 (1 night). Once your RT-PCR test result is
  negative, you can check out of your hotel on 2 November 2021.
  ในกรณีที่เที่ยวบินมาถึงประเทศไทยหลังเวลาเที่ยงคืนและผู้ร้องจะเดินทางเข้าประเทศไทยแบบ Test and
  Go ควรจะต้องจองโรงแรมอย่างไร
• ผู้ร้องควรจะต้องจองโรงแรมสำหรับวันก่อนที่จะเดินทางถึงประเทศไทย

1. How do I travel from the airport to the hotel?

• You must travel from the airport by pre-arranged pre-paid shuttle service / airport pickup,
  which would take you to your hotel via sealed route.
  ผู้เดินทางจะเดินทางจากสนามบินไปยังโรงแรมที่จองไว้ได้อย่างไร
• ผู้เดินทางต้องเดินทางจากสนามบินไปยังโรงแรมที่จองไว้ โดยใช้บริการยานพาหนะรับ-ส่ง (airport pickup /
  shuttle service) ที่ได้ทำการจองและชำระเงินไว้ล่วงหน้าเท่านั้น โดยจะเดินทางแบบ sealed route ไปยัง

1. Do I have to stay at the same hotel for the entire 5 days of the Sandbox Programme?

• No. You can book different hotels during your stay in Thailand under Sandbox Programme.
  Measures apply as follows:
• For Sandbox, you can book the maximum of 3 different hotels during your 5-day Sandbox
  period, given that the hotels are certified SHA Extra+ / AQ hotels.

1. I am an expat living and working in Thailand, do I have to submit an insurance policy
   document?

• Yes
• Expats living and working in Thailand under a valid visa or residential permit are required to
  provide proof of insurance coverage in Thailand with a minimum coverage of 20,000 USD or
  valid social security card or certified letter from their employer.
• Thai nationals are not required to provide proof of insurance coverage as they are covered
  by Thailand’s universal healthcare programme.

กรณี transit ที่ไทยเพื่อจะไปประเทศอื่นต่อโดยที่ไม่ผ่านด่านตรวจคนเข้าเมือง และไม่ต้อง check in ใหม่ ยังจำเป็นต้องมีผล RT-PCR 72 ชม.ก่อนวันเกินทางมั๊ยคะ เพราะใน Q&A ของไทยแลนด์พาสยังมีอยู่เลย

กรณีแวะเปลี่ยนเครื่อง (Transit) ที่ประเทศไทยเพื่อเดินทางต่อไปประเทศอื่น จะต้องมีหลักฐานการประกันภัยที่มีวงเงินคุ้มครองอย่างน้อย 20,000 USD และผลตรวจหาเชื้อโควิด-19 (RT-PCR) ที่ออกไม่เกิน 72 ชั่วโมงก่อนเวลาเดินทาง หรือเอกสารรับรองการได้รับวัคซีนเพื่อแสดงต่อเจ้าหน้าที่ ซึ่งกำหนดเวลา Transit/ Transfer ไม่เกิน 24 ชม. โดยไม่ผ่านพิธีการตรวจคนเข้าเมือง

อนึ่ง วันที่ 8 เม.ย. 2565 ศบค.เคาะแล้วยกเลิก RT-PCR ตรวจ ATK ที่สนามบินอย่างเดียว แต่เริ่มพฤษภาคน 2565 ต้องรอมาตรการใหม่ใช้เป็นทางการ
